If they want a lot more cash, the gun will pay for themselves when it makes all the gun dealers look bad and then more for later when they need to buy more for their own use. The gun dealer won't care about whether it actually works, or how good it is. The price tag can be higher if the gun is made to order, but the company will still give it out to someone for cheaper than the original price if it is not working well and doesn't live up to the advertised features. If new features have a problem, they can claim the dealer overcharged them, or some other nonsense like that. I personally don't think this whole scam works very well, but I'm not sure of the exact numbers.
It can be used to purchase almost everything that you would expect, although obviously not very well at a variety of prices, and sometimes not even that, since it is not very well thought out from the ground up. I'm not sure how much this does or not reduce ineffectiveness, though.
It should be noted that this method is not really designed for black market purchases. In fact, I'm almost sure that it is designed to be used as a very expensive marketing tool to increase sales for the target firearms dealer rather than a way of going to anyone who actually wants real guns and just doesn't have money. But at the end of day, it gets you what expect (or something close to it), and it can also get some interesting guns or equipment (like an exotic rifle, a shotgun, or an assault rifle). Unfortunately, it's only for people who are not really in the market for real guns (or people who are) and therefore won't even bother asking the questions about these things that are needed. They just want a really shiny gun and to hear it fired, so whatever. As for me, I have used it for an expensive shotgun that I am about to take out of mothballs. My local dealer won't lithobid medication price have it, but I know a local gun dealer that will and, since they are on the other side of country, he got it for me.
